Emergency Management Planning

We support First Nations, Tribal governments, and local authorities in developing comprehensive emergency management systems grounded in community priorities and operational best practices. Our work includes emergency management plans, operational procedures, and response practices that strengthen community readiness.

Emergency Operations & Coordination Support

With direct experience operating within Emergency Operations Centres, we understand the realities of emergency response. We support communities in strengthening their EOC structures, operational procedures, coordination systems, and response protocols to ensure teams are prepared to effectively manage emergencies when they occur.

Disaster Recovery & Financial Procedures

Effective response and recovery require clear financial and administrative processes. We assist communities in developing financial tracking systems, documentation procedures, and reimbursement processes that support response operations and recovery efforts. This includes guidance on response cost tracking, claim documentation, and coordination with funding programs that support disaster response and recovery.

Policy & Governance Development

We assist communities and organizations in strengthening governance frameworks that support effective decision-making during emergencies. This includes policy development, operational procedures, leadership decision frameworks, and alignment with relevant emergency management legislation.

Community Engagement & Facilitation

Meaningful engagement is essential to building resilient systems. We facilitate community workshops, leadership sessions, and sharing circles that bring together community voices, leadership, and partner agencies to inform planning and decision-making.

Strategic Planning & Program Development

We support organizations in building long-term strategies that strengthen emergency preparedness and community resilience. Our work includes program development, facilitated training workshops, strategic planning, and implementation support to help organizations build sustainable emergency management capacity.

OUR TEAM

Jenna Noppen

Co-Founder / Lead Consultant

Jenna is a member of Cowessess First Nation in Treaty 4 Territory and is Cree and Lakota Sioux. She was born and raised in Coast Salish territory, where her work today continues to focus on supporting First Nations communities in building strong and resilient systems.

Jenna brings extensive experience in emergency management, disaster recovery, and community resilience, working alongside First Nations, governments, and response partners. Her work is grounded in relationship building, cultural respect, and ensuring that emergency planning and governance systems reflect the priorities and realities of the communities they serve.

Through Cedar & Sage Consulting, Jenna is committed to helping bridge systems, strengthen capacity, and support communities in developing practical solutions that protect people, lands, and future generations.

Julie de Decker

Julie brings extensive experience in policing, policy development, and program implementation that supports First Nations communities and partner organizations.

Julie is known for her collaborative and ally-centered approach, and her ability to guide complex initiatives from policy development through implementation. Her work focuses on building trusted relationships, strengthening governance and operational capacity, and supporting communities in developing practical solutions that reflect their priorities, values, and long-term goals.
